• You will analyse the IT requirements of the specialist departments and develop appropriate procurement strategies
• You will plan, carry out and manage tendering procedures in a legally compliant manner, including calls for tenders (national/EU-wide) and EVB IT contracts
• You will negotiate with software providers and be responsible for drafting contracts as well as licence and maintenance management
• You will lead and manage the procurement team from a technical perspective and liaise with IT, specialist departments and the legal department
• Finally, you ensure legal compliance, document the procedures and report to senior management/governing bodies

• You have a degree (in Business Administration, Public Administration, Law) or a comparable qualification
• You have several years’ experience in managing a procurement team
• You have experience with EVB-IT contracts and software/SaaS procurement
• You have in-depth knowledge of the German Act against Restraints of Competition (GWB), the VgV, UVgO (and, where applicable, EU public procurement directives)
• You possess digital expertise, including knowledge of licensing models, TCO analysis and e-procurement
• An understanding of budgetary law (Doppik/NKF) and administrative structures in the local government sector will be an advantage
• Finally, you will impress with your confident negotiating skills, integrity and strong communication skills when dealing with politicians and specialist departments
